On March 12, the plenary of the Peruvian Congress approved a bill amending the law that established the Peruvian Agency for International Cooperation (APCI), a move that could significantly impact the work of civil society organisations in Peru and jeopardize the country’s international cooperation system.

This decision was made despite concerns raised by Peruvian CSOs and a significant part of the international community, who have repeatedly warned that these amendments could be used arbitrarily to silence NGOs defending the fundamental rights of the most vulnerable sectors.

The EU-LAT Network calls on the European Union, the embassies of its Member States, and the broader international community to continue voicing their opposition to this amendment and to urge the Peruvian government to reject the bill, requesting that it be sent back to the Foreign Relations Committee for a more thorough, transparent, and genuinely participatory review.
